Compilation of proposals, suggestions and motions related to animal protection public welfare at the 2025 Two Sessions

On March 4, 2025, the third session of the 14th National Committee of the Chinese People's Political Consultative Conference opened at 3 pm in Beijing and closed on the morning of March 10, with a duration of 6 days.


On March 5, 2025, the 3rd session of the 14th National People's Congress opened in the morning and closed in the afternoon of March 11, with a duration of 7 days. At this year's National People's Congress, the motions, suggestions and proposals related to animal protection and dogs and cats are as follows:


1. Zhao Wanping, deputy to the National People's Congress and vice president of Anhui Academy of Agricultural Sciences


Since 2019, Representative Zhao Wanping has submitted motions and suggestions related to the protection of companion animals at the National People's Congress for seven consecutive years.


At this session, he and 31 other NPC deputies proposed a motion to formulate a law on the protection and management of companion animals.


He pointed out that the country's existing laws have clear regulations for wild animals, economic animals, etc., but the management of companion animals has long been in a "fragmented" state, leading to frequent problems such as abuse, abandonment, and illegal trade.


It is recommended to pass legislation to clarify the responsibilities of breeders, regulate breeding transactions, establish a stray animal rescue system, and include acts of abuse within the scope of legal punishment.


2. Chen Wei, deputy to the National People's Congress and vice president of Quzhou Traditional Chinese Medicine Hospital, Zhejiang Province


Representative Chen Wei has been committed to promoting youth education and animal protection issues for many years. In 2020 and 2022, he proposed the formulation of the "Companion Animal Protection and Management Act."


This year, she continued to join forces with 31 NPC representatives to jointly propose the formulation of the "Companion Animal Protection and Management Law."


3. Li Xixinjiadanzhen, deputy to the National People’s Congress and abbot of the Changdu Monastery in Sichuan


Suggestions related to animal protection were put forward at the National People's Congress in 2019, 2020, 2022 and 2023.


At the 2025 National People's Congress, he suggested that social organizations engaged in animal charity and public welfare should be included in the direct registration scope, so that people who want to do public welfare and charity can have a legal identity.


At present, some animal protection organizations are often forced to relocate for various reasons due to their lack of legal status and venues. Grassroots community activities to promote civilized dog breeding and stray animal management are often isolated and excluded. The common problem faced by animal charity and public welfare social organizations is that the business management department is unclear and the division of animal charity is generally unclear across the country.


4. Tang Lijun, deputy to the National People’s Congress and head of the School of Food and Biotechnology at Sichuan Vocational and Technical College


The proposal to formulate a "Pet Protection Law" was put forward at the 2023 National People's Congress.


At this year's two sessions, he put forward two suggestions:


First, the civilized management of companion animals should be included in the civilized city selection system;

The second is to integrate life care education into the youth mental health education curriculum system.


He pointed out that the construction of civilized cities should not ignore the harmonious coexistence of humans and animals, and suggested guiding local governments to strengthen dog breeding regulations and stray animal management through quantitative assessment. At the same time, in view of the mental health problems of young people, it is advocated to cultivate the values of respecting life and treating animals well through life education courses, so as to reduce violent behavior at the root.


In addition, according to the news from the Animal Law Network, some NPC deputies submitted proposals such as "Proposal on Adding Anti-Animal Abuse Clauses to the Public Security Administration Penalty Law", "Suggestions on Innovation in the Two-Way Governance of Human-Dog Conflicts", "Suggestions on Strengthening the Legal Network for the Protection of Minors and Establishing an Animal Inspection Mechanism", "Suggestions on Strengthening the "Execution Link" in Wildlife Protection Work", and "Suggestions on Regulating and Guiding Private Release Activities to Assist in the Construction of Ecological Civilization".
