Hanoi, Vietnam, April 15
On April 15, the World Dog Alliance (WDA) Vietnam Representative met with Nguyen Phuong Thanh, Deputy Director General of the Ministry of Agriculture and Environment, in Hanoi, the capital of Vietnam. Ms. Nguyen listened to a briefing on the WDA's successful legislation around the world and expressed her appreciation. During the meeting, Ms. Nguyen stated that Vietnam is steadily progressing towards a civilized society because the younger generation has abandoned the consumption of dog meat; the custom of eating dogs and cats still exists only in rural areas and among the elderly.
Vietnam's economic boom and political reforms have been highly praised internationally. The WDA believes that if Vietnam can implement a nationwide legislation banning the consumption of dogs and cats, it will represent a new breakthrough for Vietnam in Asia and will greatly enhance Vietnam's international image.
The situation in China is very similar to that in Vietnam. In April 2026, To Lam, General Secretary of the Communist Party of Vietnam and President of Vietnam, paid a state visit to China and had a very pleasant meeting with Chinese President Xi Jinping. China has made great progress in banning the consumption of dog meat; Shenzhen and Zhuhai have already enacted laws explicitly banning the consumption of dog meat, and Vietnam has similar arrangements in its capital Hanoi and Hoi An. The WDA sincerely hopes that Vietnam and China will join hands to move forward together, enacting explicit national legislation as soon as possible to implement provisions banning the consumption of dog and cat meat.
During the meeting, Ms. Nguyen also indicated that she could arrange a meeting between WDA and senior officials from the Vietnamese Ministry of Agriculture and Environment. We are eagerly looking forward to that.
