WDA in Norway: Advancing the International Convention and New Legislative Milestones to End Dog and Cat Meat Consumption

[Oslo, Norway] – As Norway’s animal welfare regulations enter a critical period of revision and modernization, the World Dog Alliance (WDA) is actively collaborating with Norwegian Members of Parliament (MPs) and international research institutions. Our mission is to establish Norway as a global leader in animal protection and a pioneer for Nordic animal welfare standards.


Core Dynamics: Driving the International Convention and Domestic Legislation

The WDA is currently in close strategic coordination with Norwegian MP Une Bastholm and her advisory team to advance the representative proposal for the International Agreement to Prohibit the Eating of Dogs and Cats. Our goal is to transform the advocacy for ending dog and cat meat consumption from a grassroots initiative into a formal political agenda.


Furthermore, the WDA is working to secure cross-party support among MPs, urging the Norwegian government to exercise its moral leadership on the United Nations stage by taking the lead in proposing this International Convention.


International Synergy: Cross-Party Initiative Concerning Global Legislation

To address the lingering dog and cat meat trade in certain regions, the WDA is launching a high-level cross-party initiative. We are inviting Norwegian MPs to co-sign a letter to the Japanese government, urging the passage of legislation to ban the consumption of dog and cat meat. This initiative aims to deepen the consensus on animal civilization values between Norway and the international community, demonstrating the persistent influence of Nordic nations on global animal welfare.


Legislative Alignment: Implementing the Ban via New EU Regulations

We are currently at a "golden window" for legal reform in Norway. As new EU regulations regarding "Dog and Cat Welfare and Traceability Management" are set to be incorporated into the EEA Agreement and subsequently transposed into Norwegian law, the WDA has reached a consensus with MPs Une Bastholm and Geir Jørgensen.


The WDA plans to utilize this legislative transition to formally propose a comprehensive ban on the consumption of dog and cat meat in Norway. We will continue to monitor the Norwegian government’s White Paper on Animal Welfare and its regulatory impacts to ensure that traceability mechanisms and the consumption ban are strictly enforced.


The European Vision: Drafting a European Parliament Resolution

Beyond Norway, the WDA is expanding its legal influence across the continent. We are currently drafting a European Parliament Resolution in support of the International Convention to Prohibit the Eating of Dogs and Cats.


In the coming phases, the WDA will meet with several Members of the European Parliament (MEPs) to encourage them to introduce and pass this resolution. Once adopted, this resolution will provide powerful legal momentum for the global movement to end dog and cat meat consumption, turning the vision of "Humanity, Dog, and Cat as One" into a legal cornerstone recognized worldwide.


"Every step we take in Norway is a giant leap for human civilization." The World Dog Alliance will remain steadfast in its efforts until every dog and cat in the world is free from the fear of being consumed.
