Japan's "12 Peace Party" was established to promote twelve dog and cat loving policies

On February 12, 2025, the Japanese "12 Peace Party" held a press conference at The Capitol Hotel next to the Japanese Diet to officially announce its establishment. "1·2" is pronounced similarly to the Japanese word for "dog·cat". The party also proposed 12 policies to promote legislation to ban the consumption of dog and cat meat.
The 12 policies are as follows:
1. Legalize the prohibition of eating dogs and cats.
2. Placement of dogs and cats during disasters.
3. Achieve zero kill.
4. Introduce a licensing and adoption system for the dog and cat industry.
5. Improve the breeding environment for guide dogs and develop AI robot dogs.
6. Establish animal police, severely punish animal abuse, and prohibit the transmission of abuse images on SNS
7. Judges and prosecutors strictly enforce animal cruelty criminals.
8. Cultivate animal protection managers, etc.
9. Support the retirement life of professional dogs such as police dogs, search and rescue dogs, and therapy dogs.
10. Increase the national budget for protecting dogs and cats.
11. Include caring for dogs and cats in textbooks.
12. Severely punish improper breeding and abandonment of dogs and cats.

The first political party in Japan to focus on the single issue of dog and cat protection is to legislate "prohibiting the consumption of dog and cat meat" as its top policy. It is said that during the questioning in the parliament, it was confirmed that dog meat can still be seen in some areas of Japan. After years of efforts, the Netherlands also established the first "Animal Protection Party" (Partij Voor de Dieren) in human history in 2002.
One of the founding co-representatives of the party, entrepreneur Hiroshi Horiike (Genlin), founded the World Dog Alliance in 2014. Over the past 10 years, he has been adhering to the original intention of protecting animals and promoting related activities around the world. On the issue of eating dog and cat meat, he has been lobbying members of the Japanese Diet for many years in an attempt to promote the formulation of relevant restrictive regulations, but has never made any substantial progress. Therefore, he and Mrs. Devi, who has long called for animal protection, decided to participate in the election and directly appeal to voters to support legislation to ban the consumption of dog and cat meat.
Mrs. Dewi, who serves as the party's representative, is a well-known artist and animal protection activist. Mrs. Dewi married the late Indonesian President Sukarno in 1962 and obtained Indonesian citizenship. She said that she has applied to restore her Japanese citizenship in order to participate in the Senate election. Once her Japanese citizenship is restored, she hopes to run as a candidate for national proportional representation. Mrs. Dewi said that "banning the consumption of dog and cat meat" may not be a highly concerned issue in Japan, but neighboring countries have already passed legislation to ban it. I hope that this bill can gain the support of the people and be formulated and passed as soon as possible.
