Legislative Recommendation: The World Dog Alliance (WDA) recommends that China enact comprehensive legislation to ban the consumption of dogs and cats

In late October 2025, the Ministry of Justice of China and the Legislative Affairs Commission of the Standing Committee of the National People's Congress issued announcements to solicit legislative proposals for the drafting of the "State Council's 2026 Legislative Work Plan" and to solicit public opinions on the "Draft Law on Public Interest Litigation by Prosecutors".

On November 11, 2025, the World Dog Alliance (WDA) completed the drafting of relevant documents and formally sent letters to the Ministry of Justice and the Legislative Affairs Commission of the Standing Committee of the National People's Congress, respectively, proposing targeted legislative suggestions.


In our letter to the Department of Justice, we explicitly recommended comprehensive legislation to ban the consumption of dogs and cats. We provided a systematic and detailed discussion of the legislation from four dimensions: necessity, feasibility, core issues to be addressed, and key systems to be established.


In our letter to the Legislative Affairs Commission of the Standing Committee of the National People's Congress, we suggested adding "animal protection" to Article 3 of the Draft Law on Public Interest Litigation by Procuratorates, which states that "People's Courts and People's Procuratorates shall handle public interest litigation cases in the following areas in accordance with the law." This would bring animal protection into the statutory scope of public interest litigation, focusing on combating illegal activities such as theft, poisoning of animals, and the consumption of dog and cat meat, thus promoting the comprehensive integration of animal protection work into the rule of law and more effectively safeguarding public interests and ecological security.


The relevant letters will be sent in accordance with legal channels before the specified date. We earnestly hope that the relevant suggestions will be taken seriously and positively responded to, so as to jointly promote substantial progress in the construction of animal protection legislation.
