Guangxi Government Issues First Positive Guidance; WDA Calls for Ban on Cat and Dog Meat Consumption

Today, World Dog Alliance (WDA) published major news on its website reflecting the policy direction and positive stance of the Guangxi regional government. This development offers a ray of hope for the explicit ban of dog meat consumption in Guangxi.

According to a September 10 report by Guangxi News Net (see attachment), Chen Yijun, Member of the Standing Committee and Head of the Publicity Department of the Guangxi Zhuang Autonomous Regional Committee of the Communist Party of China (CPC), conducted research in Yulin, Guangxi, on September 9–10 regarding "shifting customs and habits" (yifeng yisu) and cultivating civilized dining practices. She emphasized the continuous deepening of custom reform and the fostering of new trends in civilized dining.

During her inspection, Chen visited local agricultural produce markets, dining streets, and surrounding rural communities across Yulin's urban districts. She engaged in in-depth exchanges with frontline officials and local residents, reviewing the upgrading of agricultural markets, civilized catering initiatives, and rural cultural development.

Notably, Chen stated that the public must "refuse to consume uninspected and unquarantined meat and meat products." This statement implicitly signals zero tolerance by Guangxi authorities toward the Yulin Dog Meat Festival. Unlike pigs, cattle, and sheep, the Chinese government has never formulated slaughter inspection and quarantine protocols or national standards for dogs and cats. Furthermore, an estimated 70% of cats and dogs sold on the market are stolen domestic pets that have never undergone sanitary inspection, posing severe risks of rabies transmission.

As a primary leader of the Guangxi Zhuang Autonomous Region, Minister Chen Yijun linked dog and cat meat directly to "bad culinary habits" and explicitly called for incorporating restrictions into civic conventions, regulations, and spiritual civilization campaigns. This indicates that the Guangxi regional government is poised to take action against the Yulin Dog Meat Festival and dog-eating habits through both legal and administrative guidance.

The World Dog Alliance (WDA) highly commends the principle of "refusing uninspected and unquarantined meat and meat products" articulated by Guangxi leadership. By targeting the source, this stance cuts off the illicit black-market supply chain of stolen, snatched, and poisoned dogs and cats, establishing an insurmountable red line against the trade and consumption of companion animals. Under current market conditions, this represents the most feasible regulatory pathway and lays a civil foundation toward eventual statutory prohibition.

Due to local dog-eating customs, Yulin, Guangxi, has long drawn adverse international and domestic media coverage under the banner of the "Yulin Dog Meat Festival," causing significant damage to China's cultural and civil image. By addressing this issue from the standpoints of quarantine compliance, public health, and local social conduct, Guangxi authorities demonstrate that the matter has officially entered the scope of governance.

Both Shenzhen and Zhuhai enacted statutory bans on cat and dog meat consumption in 2020. The World Dog Alliance believes that if Guangxi can codify a ban into law, it will decisively transform the region's global reputation. The welfare of dogs and cats is no trivial matter—they are humanity's devoted companions.
